Why doesn't the dude with the noisy neighbours just turn the speaker off at night? JF suggested getting a "smart plug" that switched itself off at a certain time but why can't you do it manually?
In my own experience with a similar situation, my neighbor was able to fully turn on my soundbar via bluetooth unless it was unplugged
