Nether's Cicero NFF/Vanilla Patch

Converts Cicero (or Cicera) to work within the Vanilla follower structure instead of their own extra Dark Brotherhood framework. In NFF, this doesn't require you to import him. Will also work with Vanilla if you want that for some reason.

Alterations and Notes:

- ESL Flagged.

- Only affects the Dawnstar version of Cicero so you need to complete most of the Dark Brotherhood questline.

- Works with Cicero or Cicera.

- Cicero is given the vanilla follower factions when the mod first initializes.

- Recruit, Dismiss, Follow and Wait now use the vanilla conditions and scripts.

- Hid the player's menu command of "Never mind. I don't need anything." as it has no conditions and doesn't seem to do anything and is therefore clutter.

- Changed Cicero's idle comments so that they use the Hireline comment cooldown so that he doesn't talk constantly. Cooldown is one hour, chance is 25%, same comment can't be said for 8 hours, will not comment if player is sneaking. Most changes made to match Vanilla hireling behavior.

This mod only does a simple conversion of what is there.

- It does not add more lines.

- It does not add marriage (because no new lines).
