I saw Stark in Iron Man as being naive and negligent, not intentionally villainous. He designed weapons and left business to Obadiah, but he was furious when he found out weapons were being sold to the "bad guys".

I feel like the MCU had addressed this issue this fairly well with season 1 (and season 2 to a lesser extent) of Agents of Shield. The agents were constantly dealing with lesser threats, occasionally they would reference whatever the Avengers were doing off screen and why they were busy, and whenever a new movie came out the show did it's best to explore the aftermath. (Or in a couple of cases, the events of the show were the lead up to the movie, and the movie would feel like the climax of a plot arc from the show.) Watching the show and the movies together as they came out was wild, and definitely made the universe feel fleshed out.

And then they were betrayed by the very universe they were supporting.

On the topic of wether or not superheroes are responsible for their villains, I tend to see the rise of both as sign of a major shift or trend in this society. Why are so many vigilantes and super criminals showing up in Gotham city? Because crime is rampant, law enforcement is corrupt and mental health institutions weren’t properly funded. Why are so many street level super powered and genetically altered heroes and villains bliping ;) into New York City? Major unregulated advancements in science and technology (usually stemming from Oscorp or Stark Industries) with ties to organized crime have led to an almost toxic runoff effect of changing the local population for better and/or worse.

i'd thought that, in _Dark Knight Rises_, the increased number of noncorrupt cops, was thanks to Jim Gordon spending the intervening years cleaning up the police force.
