The blue eyebrows bug is still present in FC27
EA still hasn't fixed it — you can see it yourself on the default face of the Spartak player.
Mod bug: NO!
Game bug: YES — it has been present since FC25.
Cause: The Cranium face system + graphics card/driver-related issues.
Solution: The easiest fix is to restart the game. You can also find many other solutions online that may work better.
Please understand that the game itself has bugs. We will not be returning to this topic again.
And by the way, Spartak is not officially included in FC27. What you see here is the RPL Mod for FC27 by FIFAMAN.

Hey fifaman, are you actually going to help me or what? It’s been 4 days since I bought several things from you and you’re completely ignoring me. 1. Your RFP isn't downloading. 2. The stadium expansion isn't showing up. If you really don't care, just tell me and I'll talk to my bank. I don't think it's normal to ignore people like this
