is it normal that when i turn on the hazards the game begin to be less smooth? but when i turn these off the game come back to normal ..

I've got a question, I've noticed when the right turn signal is on all four brake lights flash as well on the back. doesn't happen with left turn signal just right. Anyone else noticed that?
how do i get the running lights to light up the ground, only brake and turn light up the ground.
