Redacted text of Article 5: "The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, ... each of them ... will assist the Party or Parties so attacked by taking forthwith, ... such action as it deems necessary". That's right, "such action as it deems necessary". They could attack with every soldier in their inventory, or they could sit and watch, 'as they deem necessary'. That's the teeth that Article 5 has.
