No Denys, the Arctic Ocean is opening up for trade shipping. Canada will be building 3 pipelines from Saskatchewan & Manitoba to Churchill, Man. We will be building a deep sea port to ship to Europe petroleum, LNG, and Hydrogen in the form of ammonia. We have contracts signed for wind power electricity to separate hydrogen from water and convert it to ammonia for safe transport to Belgium and Germany. Saskatchewan has discovered a massive underground reservoir of hydrogen. We are building 8 submarines for patrol and 8 ice breakers. We are installing over the horizon radar across the Canadian Arctic (from Australia). America owns only one ice breaker. Both China and USA are looking for the Arctic Ocean to displace the Panama Canal.

No, you are both trained on the scenario and act on a coordinated plan. Does the EU have a planned and practised procedure for a nuke or sabotage or invasion. No, they make it up as they go along. First, airlines must agree that bird strikes are bad. Has the EU done this? Scenario simulations are effective to work out the effect of differences in opinion. That is what is missing.
