Greetings … The United States Secret Service’s #1 responsibility is to protect the lives of the President and Vice President of the United States. It is apparent that circumstances predicated a decision to secretly transfer the President to another aircraft as quickly as possible while preserving an appearance to the media and all others present outside the aircraft that the entire departure sequence of Air Force 1 was proceeding normally. An absolute minimum amount of time was necessary to transfer the President, by himself, into the waiting catering truck and subsequently be moved to the other aircraft. I’m sure that the Secret Service felt that any risk involved with allowing additional persons to accompany the President might well have compromised their one and only mission, which is to preserve the President’s life. A similar situation comes to mind: If a President was the target of an active shooting, it would be the duty of any nearby Secret Service agents to do whatever is necessary, including shielding his body with their own. And this being done with little regard to the safety of others in his vicinity. Now then… A great deal of planning goes on behind the scenes before missions that involve transporting the President can proceed. It is not uncommon to have more than one vehicle or aircraft available to POTUS where decoys may be necessary to enhance his security. I would not doubt that a ‘manual’ of security measures exists that may actually include one or more ways to secretly transfer POTUS between aircraft while on the tarmac in a public setting. To my mind, one that utilizes the type of in-flight meal catering vehicles that are ubiquitous to most large commercial airports is, indeed, very clever. I fully expect those that travel with the President in any setting must be aware of the fact that they may not only witness, first hand, any attempt on his life, but may wind up being a victim as well.
