With regards to question 2, if missions that take longer than 1 year to do their most interesting work are only able to win in the year they launch, those missions will never be able to win.
Voted! By the way, I think an award for “Most Daring” should be given for bold space/rocket missions that failed. The reason being we should have some sort of recognition for risk taking if the attempt was worthy and going to advance humanity.
