They didn't have licensing rights for k9 so russell t davies created Mr smith Also the sonic lipstick was given to sarah jane by the Tenth Doctor to help her with her alien investigations like use of the doctors sonic screwdriver, he left the sonic lipstick inside k9 compartment after the events of school reunion.
Mr Smith is an interesting inclusion for sure and it makes a lot of sense the doctor leaving the lipstick for her! Cause how would she get that? 馃槄

Have been looking forward to you reaching SJA as this is the only whoniverse show I haven't gone back to rewatch before now! I remember this being billed as being for young kids and because of that, it felt like expectations were always lower for it than they were for Dr Who and even Torchwood. But I gotta say, SJA really does have a pretty strong ensemble led by the amazing Liz Sladen and the show really did prove itself and earned it's place alongside the others.
Awesome! I hope you enjoy revisiting the show.
This show was designed as the younger children's version of the franchise, after the all-ages Doctor Who and the mature Torchwood. And it actually wasn't the first time Sarah Jane had been used for this, as shortly after she left the show for the first time, there was a pilot for a spinoff called K9 and Company (despite her and K9 never having actually been on the parent show together). It was notoriously terrible and failed to get picked up for a series, so it's pretty amazing that Elisabeth Sladen got this chance to finally lead her own Who show in her last few years. Right off the bat, the show was handicapped by how they turned out to not actually have the full rights to the K9 character, so he's very awkwardly shoved into space after the big deal that School Reunion made about setting up him and Sarah Jane for more adventures together. But luckily that doesn't hamper things too much and the major characters we do get very much pick up the slack. And Samantha Bond (Moneypenny from the Pierce Brosnan James Bond films) is a delight as the villain, with no surprise they decided to leave her open for a return.
That explains the k9 story! I knew there had to be some behind the scenes reason for k9's mission here.
