[Sands] Item - Spell-Bound Hourglass

One of the few desert-related concepts is the hourglass because of the sand. I had some ideas including a teleportation one, but this one is the better one! You get to store and delay a spell for later, which has a variety of great uses - a ticking fireball, a clever snare trap, or a waiting distraction, and all sorts of fun stuff.
