Can this mod be used together with the dynamic flares mod?
Yes, they work together! Just make sure to place Realistic Vehicle Lights above Dynamic Flares in the Mod Manager.
This may not be compatible with other lighting mods like better flowers?
Yes, unfortunately they're not compatible. Since both mods modify the same game files/features, one will override the other when both are enabled, so only one can work properly at a time.
