So, this is based on a series of books. There is as much incest, but there is less grape. In the books, the final "No" from Drogo is a question, rater than a statement. And Danaryes responds with a "yes'.' In the books, she's about 13 years old, so that consent doesn't count by modern standards. But, this is set in a medieval setting, in which trading girls of this age was common in trade deals. I'm not saying that it was right, I'm saying that it happened at this area of time that this story is held, and the show is portraying that.
Grossly, the first time and others between those two were changed to grape scenes because that gets better ratings.
