Changes to Winterwood

I received some feedback that the lot edges in Ravenwood looked very strange during light snow or when snow was melting. Snow would accumulate faster and melt slower on played lots compared with the off-lot area in the rest of the World, leading to a sharp edge that looked very unnatural. After digging into it for a while, I was unable to find a way to modify how quickly snow can accumulate in the World, and I suspect it's a high level "Create-a-World" tier of change. Instead, I've made some compromises and changed the mod where I can in order to minimize this.

Snow can still occur in most of Ravenwood during winter, but now, if it does snow, only heavy snow and blizzards can occur, not light snow. This should lead to a more uniform coverage over the entire area. In early Spring, an aggressive melt should also occur to wipe it out quickly.

The Mourningvale neighborhood was the weirdest area, which is pretty fitting I suppose. It now has its own separate weather system from the rest of Ravenwood. Freezing weather no longer occurs there.
