To answer your question about the “design” of the Ackerman family, during this part of the manga Eren goes into more depth by telling Mikasa that the royal family experimented on the Ackermans to give them the strength of the titans without having them transform. It’s transmitted to them through the paths that Titan shifters use to call upon their own Titan, except for an Ackerman it’s permanent in human form. That’s why the family is so strong, and it’s why they were the body guards. Mikasa and Levi can’t turn into titans because they already have the permanent essence of a titan in their human form. The anime didn’t do a very good job of explaining it. I’m not sure why. Hope this helps!
