It would be so cute to see these two in a short comic or in future art! As someone who grew up in a small town in Alabama I know how it feels to love a guy but have to keep it hidden. I assume one is going into the military and the other is staying home?
Maybe. Who knows. I personally see it as the one who is outside just wants to be free and can't take it anymore, so they're going to leave. The other wants to go, but either isn't ready, or brave enough to leave. But still loves the other just the same, and hopes that the other will keep in touch. Though they will have to hide their communications.
