This ASAP meeting is probably just a dress down for her "failure" at the cage Lumeniel was sent out for, along with punishment reassignment. I doubt it's to enlist her in the ongoing worm problem. Unless it becomes: "You have brought so much dishonor to this family the only recourse is for you to fight and die like a good soldier to wash away your failures" In which case Elias goes into turbo tinker mode to save Flare by creating something wonderful and highly energetic.
