Reinstall Blowtorch after patch

Blowtorch is a mod which deletes the hood deco, so annoying for historical sim players (and every simmer who wants to decide the theme and look of their worlds.) Blowtorch removes much of the deco (houses, streetlights, modern stuff) from the worlds so you can decorate your own way, with T.O.O.L (by Twisted Mexi).
