I touched on it a little during the conversation while traveling, but this north district includes the former orphanage and the slum-like places around it.
That block—now the underground's been completely dug up and filled back in... and along with that, the remains and everything were moved aside, and even a memorial was built, so in a lot of ways it's completely cleaned up.
Here, the Merchant Guild is supposed to be taking the lead in opening a large combined store, and construction on it has already begun.
Even though the rainy season's ended, the city's going to get busy from here on, so it'll inevitably end up getting pushed back, but even so, construction of the foundation, pillars, and the like is gradually moving forward.
"......That?"
Because materials, tools, and the like are being carried into that construction site, horse-drawn wagons are running nearby, and there are even shops aimed at the craftsmen.
Because of that, even within the same north district, the kinds of people who catch your eye around here are a bit different compared to other areas... but among them, a few with a different atmosphere seem to be mixed in.
Those guys seem to at least intend to hide it... but even so, they kept glancing over at the construction site.
When I pointed that out, the soldiers from the squad accompanying me gave small nods.
"It's them. We've been keeping watch from the walls and from the end of the street, and soldiers are guarding and patrolling the site, so they shouldn't be able to try anything strange, but..."
"Compared to the people who gathered around here when the orphanage was still around, their identities are clear, so maybe we're worrying too much... but we can't just ignore them..."
"And we can't chase them off either... so that's how it is, huh?"
The soldiers nodded at my words.
Craftsmen, or merchants trying to start some kind of business around here... if it's those kinds of occupations, then even if they're from another country, it isn't strange for them to be there to observe or do business.
On the other hand, men like them, who clearly have a 'we're not upstanding citizens'... sort of air, are out of place in a spot like this.
Still, as for whether we can chase them off just because they look suspicious, that's not the case.
Well... it's not that we couldn't forcibly chase them off, but as things stand, even though there was a reason, we've already sent a large number of soldiers into the foreign residential district and are watching that entire block; if we did that now, depending on how it went, it could come across as picking a fight.
"Ah... I wonder if he noticed me?"
As I stared at them, one of them seemed to notice me and turned his face away.
Following suit, several others turned their faces away or looked down...
"Leaving us aside, they don't seem to want anything to do with Vice-Captain Sera, do they?"
"Since they've entered the city as guards, there's an employer who hired them... so they might not want their faces to be remembered."
I don't know whether that employer is temporary or the real one, but if they had a chance to have a meeting or business talk with some big shot in Riana, and I happened to stop by and pointed them out, the meeting could fall through... they might want to avoid that kind of situation.
So, that means...
"Vice-Captain Sera?"
"Going over there is..."
When I broke away from the soldiers and flew over toward the ones who weren't upstanding citizens, the soldiers hurriedly tried to hold me back.
"It's fine, it's fine. I'm just going to call out to them."
Without paying any mind to the voices trying to stop me, I flew over toward them.

"Lady Sera!?"
"Oh? ...Ohh, Lady Sera!?"
Because I came right up to them, the people from other countries there cried out in surprise... but even though they were surprised, they probably didn't have anything to feel guilty about.
As each one greeted me, they told me their names and where they came from.
Of course, as expected, they apparently weren't from around here.
And as for the men in question... they stayed with their heads down, looking awkward.
Was the reason they didn't run away that they wanted to avoid making any careless move and giving me an opening to exploit?
I glided up close, and to one of them, I called out, "Hello there."
