I've only implemented the backend of it, (the server side).
I'm going to style it later, hence the ugly look!
I've got a question though, to not be able to rate infinitely many times on a picture. I need to collect user information, such as IP-addresses. (Many sites are collecting huge amounts of user informations, I'm not going to collect more than your IP-address AND I'm asking politely :D)
Is this ok?

No you only need a browser. What device are you using, mobile phone, computer? What kind of internet connection are you using? I tested three different devices now with different browsers and all worked.
This problem is either in your end or on the hardware of the server I'm renting. My guess its on your end. Try use an other browser
