You gotta remember that for general civilians, they don't know about the world government's corruption, and pirates for a lot of them are at best a nuisance and at worst active threats. Most pirates aren't good people like Luffy or Whitebeard. They pillage and murder innocent people. So yeah, a lot of people would hate Roger for sparking the great pirate era, because it motivated evil people to go pillage and murder people.

Luffy did actually realise that it was coby that he hit, he called his name when he saw him standing in his way but knew they were not on the same side of this war and took coby out. Sad but necessary.

Other people have pointed out that both Pirates and Navy have good and bad. Another thing I like to think about during all this is why the Navy marines are so hard pressed for killing Ace. If we think about it, he alone has sunk scores of ships and killed countless marines while doing so. Plus, all the innocent bystanders that unfortunately get caught up in the fights between the Whitebeard pirates and others. Ace and Blackbeard alone wiped out an entire town. All those people were left homeless and with their island torn apart. Plus, we've seen him dine and dash, and while that isn't such a big deal for a normal person, with how much he eats (😂) that's kind of a big deal to the shop owner. We all love Ace because he's Luffy's brother, and we've come to know how great he is, but to the normal bystander and marine officer he is a menace and a murderer. (Of course, the world government twisting the narrative doesn't help in that regard) Also, I think the Navy needs Garp and Koby to stay in the navy instead of defecting. If all the good Navy officers leave then what hope will the general population have. The people need the good officers, and the good officers need to build up their strength to take back the Navy and World Government from the corruption within. To me that's why they stay, not because they agree with everything but because they know the people need them to look up to.

Yeah uh, we saw Koby use Shave back in Water 7 LOL.

Jack, you must have realized by this point that this series is not as simple as pirate=good and navy=bad. Theres way more to it then that. And by the way, you already knew before now that Koby could do shave 😂

Both Coby and Helmeppo used some of the six powers way back in Water Seven. The abilities are the specialty of Cipher Pol, but not exclusive to them.

Since the story revolves around the Strawhats and their good deeds it's really easy to forget that regular pirates are a major problem in the One Piece world since most of their enemies are either navy/gov or pirates/bad guys that are affiliated with the navy/gov I also get conflicted about Koby's goal because the navy is terribly corrupt, but a pure soul like Koby must have the intention of getting to admiral level in order to fix the corruption in order to save more innocent people and capture more bad guys
