I don't think it's ever explicitly stated but since Piccolo can create his own clothes I imagine he's been upping the weight as he gets used to it and stronger overall. You'll see examples of this in OG Dragon Ball so it's a given that this is the case by Super. Frost is definitely worse but not on the evil front, I'd say him and Frieza are the same level there. It's that Frost is weaker than Frieza so he has to be more conniving by playing the good guy to cover up his weaknesses. Frost is the b***h-boi version of Frieza
