I think that familiar voice of the general is Jinbei's va.
Suzaku was chosen to pilot the Lancelot mainly because he just happened to be in the right place at the right time. Lloyd (the scientist) was looking for someone to test out his new mech, and they happened to find Suzaku, who also coincidentally had the highest piloting scores in his class as they mentioned, so it worked out perfectly. Also about Lelouch, because he's been living in Japan along with many other Britannians that immigrated there after Japan was colonized, it was easy for him to escape being discovered by the royal family as most of them are back in Britannia and he would have had no reason to run into Clovis during his day to day life
Adding onto the Suzaku part, in the first episode Jeremiah (blue haired pilot guy) was called back to the command center to pilot the Lancelot, but he refused because he wasn't told exactly what it was for and wanted to stay on the front lines.
