You mean Thus Spoke Kishibe Rohan? If so, it would work better if he waits until after the first two episodes of Vento Aureo due to one line from a certain character. Not a major spoiler or anytning, but it works better as a callback instead of a foreshadow.
Kiras VA is Minato in Naruto, Isshin in Bleach and Enel in One Piece (would've been funny if he played Dragon too)

If that was intentional that is INSANE planning
I don't blame you for being confused about Bites the Dusto at first, it's so overpowered it's unbelievable. However, when Jotaro first arrived he did say, "We need to claim the bow and arrow before someone gets a power even more dangerous than Dio's" as if to foreshadow this very thing happening. Jotaro jynxed Morioh really.
