Jotaro actually uses star platinum the world in the first episode of part 4. It’s not as obvious but he disappears after josuke throws a punch at him and reappears behind instantly

In jojo, stands are basically the mental energies of a person, either through the arrow or by raw skill (like tonio), for the rats having similar stands, its probably because rats aren't mentally different, they think the same so they manifest the same stand.
Yeah this was a nice training episode for Josuke, Jotaro could've handled it better but he knew that Josuke needed some minor training
I think Hulu used to have it uncensored but they switched to censored at some point. Sadly I think the only way to see the uncensored version is either to buy the blu-rays or sail the seven seas
