This part is set in 1999. So mobile phones exist, but they’re the large bricks and not even 25% of people have one.

Yeah I do love how connected this part is with the villians. Sometimes in the background you'll see characters just walking around doing their daily tasks.
One of the best things about part 4 is that it's all contained to a town so characters are more recurring and get fleshed out more.
