If you watch the Ikkaku flashback again before he used his Bankai he said all he wants to do is follow Kenpachi Zaraki to the death. He said he's never shown anyone his bankai before because if he shows his bankai he could get promoted to captain (he thinks anyway). If he's promoted to captain he can't follow Captain Zaraki and there's no point for him to be a soul reaper. You aren't allowed to turn down promotions to captain in Soul Society.

If you like Shuhei Hisagi I have great news for you there are THREE entire fucking novels specifically about him called Can't Fear Your Own World that take place after TYBW that have approval and lore assistance from Tite Kubo. I have no idea why they made those but they exist and they're pretty good. There's also a Don Kanonji one that's absolute fire.
