The shadow soldiers that appeared are the ones Jin-Woo planted on some of the S ranks last episode. Ever since he started with his little sister, Jin-woo tends to plant some shadow soldiers on people he deems important. That way, they serve as a last minute defence when the individual is in danger. And that drip at the end though, trust Jin-woo to look good before a fight. Hope you enjoy your trip to Japan.
Next episode is definitely the best episode in this show so far I can guarantee that
Sung Jin Woo basically attached a shadow on every S-Rank keeping watch on them and, with his ability to switch places with his shadows, he is joining the fight.
Not every S rank just the Koreans and Goto. When he could no longer sense Goto's shadow, he knew they were in trouble so he decided to join them.
