I feel like the reason everyone underestimates cracker the first time in the anime is bc of the low quality animation toei is using right now, similar to what they use for weaker enemies. I guess they were just saving their budget right now
His biscuit minions just don't look intimidating or overly interesting, which is usually how Oda draws weaker characters. Low budget animation doesn't help either but I think it's mainly the appearance.

Small reminder Jack, a vivre card i also known as the "paper of life." It essentially contains a degree of a person's soul which is how you can usually tell if an individual's health is diminishing. Big Mom's power is such that any soul she interacts with can't disobey or rebel against her. That's why the Homies can't approach Nami if she's got the vivre card out.
