No Bad Environment Moodlets

This should prevent the following Uncomfortable Environment Moodlets:

• Poorly Decorated

• Dismally Decorated

• Atrociously Decorated

November 10, 2020: Patch Today made this "fix" obsolete. Yay? Leaving the file attached for the time being just in case anyone still notices it.
