No Gnome Seed Explosions

So I was asked by a friend if it was possible to disable the seed packet explosion from Harvestfest gnomes. I found, yes it is! So this mod was more for them, but I figured maybe others want this as well? I did, however, find that someone else has indeed also made this mod after the fact I made and tested mine.
