Unless you’re bringing in a crossover from one of the side-shows, or if Laura decides to leave the Nun business, it has to be the elf. There’s no one else available.
I'm hoping its Arachne turning over a new leaf...but am betting its the Snow Queen, trying out an occupation.

I'd guess either one of the nuns by the way the hair looks, but I'd laugh my ass off if that young kid who sends you to get that flower ends up in that costume
