She operates behind enemy lines, and while the other beastfolk spies avoid all contact with humans, she has learned to recruit them effectively. Hell, she has an entire underground network! And soon, that network will have one more sailor in it...

Going by the description, the blue jay looks like a perfect fit.
Unfortunately I can't vote officially, as it's only for paid members, but given her description I'd say #2. #1 seems fitting for a spy role, but you said she's a leader who's also backed by nobles, so #2 fits best. While #3 seems more fitting for a ship's captain, either pirate or otherwise.

I like 3 the most, she looks rebellious with her hair and clothes but despite her laid back stance she's obviously dangerous

Two seems the most striking, and if they’re the leader of a rebellion it’d fit. It feels like someone who’s charismatic and knows or just enjoys crowds/people.

Personally, I like the visual style for both 2 and 3, 1 has a decent design, but 2 and 3 are certainly more what I imagine the a calculating, elegant ring leader to be. Especially 2, though methinks thats just because I like the way her coat looks. Thats where my vote went as well.

One has the best: "Spy" vibes. Two seems to be more an elegant noble. Very fashionable. And I think I visually like three the most.
