Sam, regarding the 3090 turn your computer off, pull the CMOS battery out of your motherboard. Wait 10 minutes. Actually that's probably too long. Wait like 1 minute and then put the CMOS battery back in and install the 390. Turn on your computer and give it like 20 minutes. Windows 11 is really picky about hardware changes
