This might be a dumb question but is the android apk made for so we can play on our phones? I just downloaded the apk and tried to install it on my s8 and it's giving me an error

Hi I know this may be a very dumb question but I always wondered what exactly makes an event a ruler event? Does the "ruler" refer to Jezera and Andras because they're like the rulers or something? Or is it an event that leads to Rowan ultimately becoming the ruler or what I just never completely understood. Thanks and sorry for my obliviousness.
Ruler events are events at the end of the week, during which you, as Rowan, have to make some decision. So 'ruler' here is Rowan as the ruler of the castle.
I am now at the point where I should be able to take Rastedel, but I cant? Im also well past the 10 weeks to perform the attack, but nothing happens. Am I doing something wrong or is this where the game ends so far?
