I can't download ep 11 it says it's locked and I need to upgrade to another tier I'm on the friends tier so when does ep 11 come out for the friend tier?
I don't think you can, not any more. The tiers access have changed on September 1st. You can still get the game with a one time upgrade to a "Good Friend" Tier though.

It keep saying that there was a problem with the download package I try three different times
Try using a download manager like IDM if you're downloading form Google. Try using Mega's desktop client if you're using Mega. Basically avoid your browser's built in downloader where possible.

All I got was traceback error when launching
This tells me nothing. Gonna need to know what the traceback actually says to be of any help. Best way to do this is if you get on discord and post a screenshot of the traceback in the #bug_report channel. Haven't had any reports of catastrophic crashes in the month + change the update has been out from anyone else.
Is this different from what came out on the friends tier or is it the same version?
There's no difference.
