Dust Vibing - Tweaks for the Dust System

I like the dust bunnies. I think they're cute.

BUT! I hate a majority of what EA did with this system.

Sniffing the air twice??? REALLY??

Here's what this mod does so far:

- Filth Dwellers get actual benefits: buff replacements for dirty/filthy states instead of just not caring

- "Someone Lives Here" is Gone *crab rave*

- Dust level 1 buff is now hidden without effects; sims will just be vibing 

- No sniffing the air, weirdos. Air sniffing is replaced with the far more subtle "take" animation but I promise once I figure out how to get rid of the animations and keep the loots on the "check dust level" interactions I will do just that! 

- dust footsteps only show up on level 3 dust
