How about a cloak fastened to a chest harness
A kilt would be amazing for a bear character. I would love to see that in the game!
Some of the best outfits to give a character are the ones that fit said character. Maybe skimpy version of something he'd wear? Or a skimpy version of his regular outfit?

An old, worn jockstrap with holes in it! Or like a really nice jockstrap, either way :P
An grillmaster apron! Bulge poking at the front and his "bear" ass exposed in the back. I also agree with other guy's suggestion of booty shorts.
Booty shorts and loose fitting tanktop/ open vest jacket. booty shorts to eccentuate the back (and front) and loose tank top for dem milkers

I'm so basic, a tank top and well-fitting pouch undies which really let the bulge squish out between the thighs is all I need lol
