This is very reminiscent of how the world of Shaman King operates with Shamans and Spirits. Sounds like there's even a "King of Spirits" as well.

Currently no. As stated, she's now considered dead thus it's simply one spirit talking to another. If Elle was still alive talking to a spirit, then by actual meaning of necromancy then yes.
