I may be reading it wrong, but the 2nd paragraph makes no sense to me. Specifically the 2nd half of the 2nd paragraph, where it can use it's reaction. Is it just a second way to activate the effect? If so, it's a non-intuitive wording.

From what I can see it's just a way for the creature to use the ability if the character is downed. Otherwise as long as the character is living it has to be cast using a bonus action.
