Fey Wanderer's Cloak
Wondrous item, rare (requires attunement)
Planar energy from the Feywild has imbued this cloak with latent trans-dimensional magic. While wearing it, you can magically sense the direction to any portal to the Feywild within 1 mile of you. The cloak has 3 charges and regains 1d3 expended charges daily at dawn, or all expended charges if you are a fey, have the fey ancestry trait, or are in the Feywild. While wearing the cloak, you can expend 1 of its charges to cast the misty step spell. When you do, you can choose to cause flowers to grow from the ground and bloom in any space within 5 feet of where you leave or appear as part of the spell (your choice each time). When you do, other creatures within those spaces must then succeed on a DC 15 Wisdom saving throw or be charmed by you until the end of your next turn or until you or your companions do anything harmful to it.
Her service to the Winter Court had never come easily. She lacked certain gifts that came naturally to her fey-born comrades — advantages she could only claim through the gifts from her elders. She had never been ashamed of her mortal lineage, yet she could not deny that, at times, the weight of it dragged at her spirit.
Lost in those darker thoughts, she barely noticed the warm hand that came to rest on her shoulder. She looked up in surprise to find her great-grandfather standing there, his back bent slightly with age, though he still loomed over her with ease. More surprisingly still was the length of vivid blue cloth folded over his arm, its cool brilliance striking against the burnt oranges, deep browns, and yellow-trimmed layers of his robes.
She moved at once to kneel — as was expected before those of the Courts — but his fingers caught her chin with startling swiftness, stilling her where she stood. Without a word, he guided her to stand back up with gentle pressure, then shook the fabric loose in one practiced motion, and draped it across her shoulders, settling it about her neck. With quiet care, he pulled a simple silver cloak pin from his pocket and fastened the front of it before stepping back.
His gaze passed over her once, his usual scowl flattened into that stern, unreadable line she could only take as "grand indifference" if she didn't know him better. At last, he gave her a stiff nod.
“You may serve that sharp-eyed daughter of mine,” he said, “but these lands are still your home. You will always find a way home. Never forget that.”

Fyi you accidentally posted the "Card_FeyWanderersCloak.png" file twice instead of the actual 6th file. If you could let me know when you fix this I'd appreciate it. My old brain loses track of stuff ☹️. Thanks.
Fixed!
Side note, since my campaigns are all set in Eberron, I changed the verbiage from "the Feywild" to "Thelanis," and added "Thelanis manifest zones" to the portal detection ability. Just for other readers, this is because the Eberron equivalent to the Feywild is Thelanis, the Faerie Court (also known as the Plane of Stories). While the Feywild is a chaotic reflection of nature, Thelanis is a plane where archetypal stories, fairy tales, and legends manifest, featuring eternal twilight, enchanted forests, and whimsical yet dangerous archfey rulers. This is not a critique of the item in any way, just an adaptation to the campaign world I prefer.
Is that an "either/or" situation, for charming those where you appear or reappear, or is it supposed to read "within 5 feet of EITHER where you leave OR where you reappear as part of the spell (your choice each time)." Is it "pick one" or is it "could be just one, or both"?
That's an either/or!
