Smog Baron's Greatcoat
Wondrous item, legendary (requires attunement)
Perpetually covered in a thin layer of industrial soot, you have resistance to poison damage while wearing the greatcoat and you can withstand temperatures as hot as 200 degrees Fahrenheit. Hidden vents line the coat and periodically belch out waste from the surrounding air: you are immune to the effects of harmful gases and vapors (such as cloudkill and stinking cloud effects, inhaled poisons, and the breath weapons of some dragons).
The coat has 5 charges for the following properties, and it regains 1d3 + 2 expended charges daily at dawn. While the coat has at least 1 remaining charge, its hem billows softly, as if by a dramatic breeze. You must be wearing the coat to use its properties, which use a save DC of 17.
Fumigate. As a bonus action, you can expend 1 of the coat's charges to duplicate the effects of the misty step spell from it. When you do, a cloud of thick fumes heavily obscures the area you left in a 10-foot-radius sphere, centered on a point within 5 feet of your original space. The fumes dissipate at the start of your next turn.
Steam Burst. As an action, you can expend 2 of the coat's charges to release a wave of powerful steam. Each creature within 20 feet of you (other than yourself) must make a Strength saving throw. On a failed save, a creature takes 6d6 fire damage and is pushed 10 feet away from you. On a successful save, a creature takes half as much damage and isn't pushed. Being underwater doesn't grant resistance against this damage.
Venomous Haze. As an action, you can expend 3 of the coat's charges to duplicate the effects of the cloudkill spell, centered on a point within 5 feet of you. This version of the spell doesn't require your concentration, and it creates a 30-foot-radius sphere of fog, instead of its normal size. It remains fixed on the point for the duration or until it's dispersed by wind. At the start of each of your turns, roll a d4: on a 1, the spell ends early. You can see normally within the cloud created by this spell.
He came as captain of a ship of steel, a stygian behemoth dwarfing the sailing ships that had long been the port's lifeblood. He promised everything: power and progress, strength and sovereignty, in return for a home to ply his trade.
And at first it came, the fires of industry driving the port to the fore as its shipyards refitted their wooden craft into imitations of the Captain's own. With each step forward he stoked the people's avarice, their eyes so drawn downward to glittering gold that they never looked up to see the sky growing ever more choked with smog. So consumed were they by his promise that they minded not the fumes trailing through the streets, nor the infernal heat bleeding from each workshop and factory, nor even their burning lungs as the Captain's influence grew ever more severe.
By the time any saw through his devilish smile, they had already sold the city's soul.

This is fantastic! Fits with steam punk and Spelljammer adventures too, or a BBEG industrial complex with deep gnome artificers as slave labor or their families are threatened.
Very cool item, but so powerful I'll never get the chance to use it or include it in my games, as written. I'd have to dumb it down considerably, reducing it to very rare, removing the powers that require charges to activate. As it stands, fire resistance is already a 'rare' quality for a magic item, as is poison resistance. And studded leather +2 is already very rare as well, not to mention complete immunity to all fogs, clouds and gases. With all the powers this item contains, you're right to tag it as Legendary.
It's certainly T4, and most likely for use with BBEGs. The charge options are intentionally limited so the passive effects can be guaranteed to have their moments to shine.
Your flavor text often gives me chills... good job man!
