From my understanding Zettour understands there's no way they can cleanly get out of the war at this point, so the best is to lose but not to those that were directly involved in the war like Russia or the UK. They want to probably have a 3rd party which would be the United States be the ones that they lose to.
Zettour is seriously cold blooded for putting Rerugen on the front lines during the invasion of Ildoa.

The only you can is by living a good life without having faith in him but obviously being X won’t let Tanya off that easy.
the empire is pretty much going to lose so they attacked ildoa to get them involved in the war and to get supplies to last couple more months. basically im going down so im taking everyone with me. they didnt say this in the anime but in the books russia is one of the countries coming in at the top so general zettour wants the war to go longer to try to take them down and lose to the states

I love Tanya but a lot of that final (as a anime only) just felt so rushed. But I'll be here for season 3, cya in 10 years!
