How do you get this part? What memory is it in?
It's in the Moment "Happiness" from the new Step 3 DLC. You have to already be in a relationship Cove and kiss him/let him kiss you in the living room after the second outing. Then you can choose to continue the scene in his room.

Hey, I just realized I never saw the "slip a hand under shirt" option when I played this part. It may have been a bug. I should play it again to see if I just missed it somehow?? I don't know how I would have missed it though!!! I gotta know what his reaction is to that haha
You have to either confess in Step 2 or decide at the start of Step 3 that you got together sometime in between Step 2 and 3. You can't have just started dating in Step 3, I'm afraid.
