I attended a German school, we didn't have hall passes either - it just wasn't an issue? If a student was outside of the classroom, it was understood they had permission to be from their teacher. But then it was a fairly small school (and there's also the whole German tendency to want to follow the rules thing).
Non American but i went to primary school in the US - kids in the US are generally not seen as well behaved enough to be trusted, but i think that’s just because they aren’t trusted in the first place so they act out. It was strange.
I've never seen a 'hall pass' until I was in 8th grade. The teacher had a wooden toilet seat hanging on the wall. I never thought about asking about it even though I was curious about it, until another student asked to be able to go to the washroom.
The hall pass for my art class was a paper mache bust of Plato. You sure as heck wasn’t going to forget that anytime soon! Also sucked to carry it.

As I am not from the land of freedom, what is a hall pass and how does it work?
It lets the other adults in the school know that the child who is out of class, has the permission of their teacher. If a child is caught out of class without a pass, there is usually a punishment.
