My overlay not working

I was wondering the same thing,but by my own experience I've learned that the skins are more limiting than the overlays in the sense that you can't make many changes/adjustments to your character with a skin and an overlay allows you to do that.
What is the difference between Skin and Skin OVERLAY ? Do I need both files ?
An overlay will use the skin tone variations and allow tattoos to show up. A skin basically overrides a skin tone and any tattoo and the tone is whatever swatch of that skin you choose. That’s basically how I look at it. Also, depending on any male genitalia you might use, it may affect how that blends — an overlay allows smoother blending — generally.

I am experiencing trouble with the Skin Overlay. It is showing up in a grayish, bluish color in the game.
