GTA 5 Enhanced Windows 11 issue FIX
Edit: There is a plugin that fix this issue, download it here, the issue is caused by DirectStorage thing.

The issue consists in no mod menu appearing when selecting them on NIBMods menu ("file open by another process" message may appear).
I updated the mods fixing this issue, so, if you had this issue, update your NIBMods menu (and his plugins) and the mods too, they are all are linked in this post about GTAe:

This problem seems to be related to TPM DirectStorage, GTA5_Enhanced.exe file loads and locks all files from Scripts folder making impossible read/write some basic .ini files, so, i had to create a different way to communicate between NIBMods menu and the mods, not sure about suit .ini files read/write, i need to install W11 on a PC with TPM DirectStorage to properly simulate and test things.

i had a question for gta 5 enhanced i install the mods that you ported over, go to mods update change the game config to gta 5 enhanced 5 more peds 60 to 600 i load the game and the game crashes i watched your videos step by step as well but i do the same thing for gta legacy i can play legacy all day long any solutions
you are following wrong tutorial, the one for gta enhanced doesn't tell to change clothstore thing to 600, you just install the recommended game config and remove few entries in dlcpist.xml, check readmes in my recent GTAe releases
