Yes, the person he hits should explode, but I am sure there are limits on what can be done.
How about the freeze breath has a longer range mode, so you can freeze whole groups of people at once? Maybe have freeze breath also freeze vehicles.

Coefficients variables in my mods (Coef) are multipliers
