That's an old guide from retired SimGuru. I don't know if it's the same as the new EA policy, but If EA makes a clear announcement about early access, I will follow that stance.

I think early access is ok and they make it for the people who let there contet constant behind a paywall...
EA's policy is an ambiguous policy that leads to many interpretations of early access. I can go back to early access if there is an announcement from EA that early access is okay.
