Think a lot of the seemingly one-off weapons used by the Separatists can be seen as prototypes and tests for weapons that can be used later by the Empire (e.g. the Death Star and Death Star II) when the need for enforcement by Palpatine is a lot greater.

Their are pacifist that would totally allow people to attack them rather than fight back.
